Learners rallying

Hey everyone, Not sure if any of you can help me out there, I am 15 at the moment turning 16 soon, and getting my learners permit. I was wondering, what are the rules about Learners Rallying?? I heard a rumour that you have to have a navigator with 4 years of experiance or something, im just interested in doing the scouts rally? Thanks
